Scrap metal dealers licence

All scrap metal dealers require a licence under the Scrap Metal Dealers Act 2013.

A scrap metal dealer is a person who runs a business -

  • wholly or partly buying or selling scrap metal, whether or not it is sold in the form which it was bought
  • as a motor salvage operator

Types of licence

Site licence 

A site licence allows you to buy or sell scrap metal from a fixed location.

Collector's licence

A collector's licence allows you to travel within the council's area to collect scrap metal.

Before you start

Your application must show that you are a suitable person to carry on business as a scrap metal dealer.

In the case of a partnership, we assess the suitability of each partner and in the case of a company, we assess the suitability of any directors, company secretaries or shadow directors. In these cases you must provide a Basic Disclosure Certificate from Disclosure Scotland for all of these people and submit it with the application form.

If you carry waste as part of your business it is a legal requirement to register as a waste carrier.

What happens next

We contact you to arrange payment if you do not submit it with your application. 

Applications are subject to a consultation period and are usually determined within 28 days. You may be asked to appear before the Licensing Committee should there be any relevant offences or to seek further information.

If we refuse your application you have a right to appeal against the decision to Hull Magistrates Court within 21 days from the date of receipt of the decision notification.
