Street trading

If you are street trading you need street trading consent. Street trading is providing any chargeable service, or exposing any article or thing for sale in the open air including private land, where the public have direct access. This does not include trading inside a building.

Consent fees

If your application is approved for hot food to be served during the day or night the fee is £1740. For all other street trading the fee is £820.

Before you start 

You must complete the form and include a site map of the specific location.

When we receive your application we contact you to arrange payment of an administration fee of £30. Payment can be made by -

  • cash
  • cheque
  • card

What happens next

Your application is heard at the next available licensing committee. Decisions on applications can take up to eight weeks. You are notified of this decision in writing and how to progress your application. 

Street trading consent policy review

We are responsible for issuing street trading consents in Hull in accordance with the powers conferred by the Local Government (Miscellaneous Provisions) Act 1982. We are in the process of reviewing our current street trading consent policy which is to be considered by the Licensing Committee on Monday 9 October.



Following consideration and any necessary amendments by the Licensing Committee the street trading consent policy is to be put before full council on Thursday 23 November for ratification. It is intended that the policy comes into force on Monday 1 January 2018.

If you have any comments or suggestions that you may wish to make regarding the draft policy, prior to consideration by the Licensing Committee, these must be made in writing by Friday 1 September by -
