Early years education

All three and four year olds are entitled to a minimum 15 hours of free learning per week for 38 weeks of the year. Your child can start early education from the term after their third birthday.

The entitlement allows the 15 hours free early education to be taken flexibly to support working parents and those parents looking to return to work. Hull City Council provides this entitlement.

Benefits of early education

Free early education gives children the best start in life. Through learning and playing with other children in a safe and structured environment, they should have a head start when they begin school.

Where to access early education

Early education can be accessed from a range of childcare providers across the city, including -

  • nursery schools and classes
  • day nurseries
  • children’s centres
  • pre-schools and playgroups
  • childminders (accredited)

You can also split the time between two providers if this helps you.

All locations providing free early education help children progress towards the ‘early learning goals’ set out in the Early Years Foundation Stage and are inspected regularly by Ofsted. This means that your child will get good quality early years education, regardless of which type of setting they attend.

All providers of early education are committed to the Special Educational Needs Code of Practice. All staff are trained to identify any additional needs a child may have and make sure those needs are met.

Early admissions to school

Where a school has been designated as having 'early admissions', your child can start school before they become of compulsory school age. To do this, they will need to join an early admission class in the September of the school year in which they become 5 years old.

The admission of children to early admissions classes is the responsibility of the council, but you should approach the school directly to register your interest in obtaining a place.
