If you have a café, mobile food stall or other business selling food and drink that provides an outside seating area on the public highway, you must have a valid pavement licence.

How to apply

In order for a licence-holder to place removable furniture on the public highway, a pavement licence is required.

You can apply for a pavement licence using the application form below.

Pavement Licence Notices

Each application is considered on individual merit, subject to a non-refundable £100 application fee and will not be processed until all required information has been submitted.

This also applies to variations and renewals.

The Business and Planning Act (Pavement Licences) (Coronavirus) (Amendment) Regulations 2022 has extended the provisions of the Business and Planning Act 2020 until 30 September 2023.

The application process remains the same and the Council still has up to 14 days to determine a valid application. This includes a mandatory 7 day public consultation period.

You must register and successfully complete the nationally recognised counterterrorism training product referred to as ACT eLearning package. Please visit Protect UK Police for details.

Any licence approved will be granted for a minimum of three months or until legislation expires on 30 September 2023.

Licences approved for three months will be required to reapply on expiry, where another fee (again non-refundable) will be payable.

Each application will be judged on its own merits.

Revised policies and fees were formally adopted by the Council at its meeting on 17 September 2020 and the policies can be found below

If granted, the Council will attach conditions as it deems appropriate.

Payments can be taken by telephone by calling tel: 01482 300 300 and asking for Planning Services. Alternatively you can pay at the Wilson Centre, Alfred Gelder Street, Hull, HU1 2AG
