If you have a café, mobile food stall or other business selling food and drink that provides an outside seating area on the public highway, you must have a valid pavement licence.

In order for a licence-holder to place removable furniture on the public highway, a pavement licence is required.

Pavement Licence Notices
Each application is considered on individual merit, subject to a non-refundable £100 application fee and will not be processed until all required information has been submitted.
This also applies to variations and renewals.
The Business and Planning Act (Pavement Licences) (Coronavirus) (Amendment) Regulations 2022 has extended the provisions of the Business and Planning Act 2020 until 30 September 2023.
The application process remains the same and the Council still has up to 14 days to determine a valid application. This includes a mandatory 7 day public consultation period.

Any licence approved will be granted for a minimum of three months or until legislation expires on 30 September 2023.
Licences approved for three months will be required to reapply on expiry, where another fee (again non-refundable) will be payable.
Each application will be judged on its own merits.

If granted, the Council will attach conditions as it deems appropriate.
