Residential scratch cards

Scratch cards provide exemption from time limitations for parking within controlled zones. you must scratch off the date and display in the windscreen of the vehicle.

Residents can purchase visitors scratch cards without being a permit holder. Proof of residency must be provided as per resident's permit. Scratch cards are not allowed within city centre zones.

Up to 10 cards may be purchased each month. Proof of residency is required when purchasing a scratch card. 

Landlords

Landlords are only issued scratch cards if they have applied for a resident permit. They need to provide proof of residency for the application address.

Guest Houses

Guest houses need to provide a signed letter on company headed paper. This is except for city centre guest houses and hotels. They are not permitted to buy scratch cards.

Cost 

Scratch cards are priced at 75p each.

Refunds 

We can offer refunds for scratch cards over £5 which are -

  • being returned from controlled parking zones
  •  have now been withdrawn
  •  where the resident has moved address

To obtain a refund, the scratch cards must be currently valid.

Paper scratch cards

If you are unable to apply online, you can call 01482 2100 00 to make an appointment at one of the libraries below –

You are welcome to drop in to one of the libraries, however you may be asked to return if the library staff are busy.

Proofs required 

To obtain scratch cards you will need -

  • a proof of address, this can be -
    • your current Council tax bill (dated within the last 12 months)
    • a utility bill (dated withn the last 3 months)
    • a benefit award letter
    • a tenancy agreement
  • payment can be made using -
    • debit or credit card
    • cheque or postal order made payable to 'Hull City Council'
