Self-build and custom housebuilding register

The government wants to enable more people to build their own homes. We are looking to help people who are interested in self-build or custom housebuilding.

The council keeps a register of people who want to build their own homes, to assist in identifying the demand for self-build and custom housebuilding.

We will seek to identify suitable serviced plots of land to meet that demand. A ‘serviced plot of land’ is a plot that has access to a public highway and connections for electricity, water supply and wastewater.

To be included on the register you must be -

  • aged 18 or over
  • a British citizen, a national of an EEC State other than the UK or a national of Switzerland
  • seeking, either alone or with others, to acquire a serviced plot of land in the Hull City Council administrative area to build a house to occupy as your sole or main residence

If you are an association, each of your members must meet the above criteria.

Applying to be included on the register

If you wish to be included on the register, apply by sending the following details, as required by government regulations, to dev.control@hullcc.gov.uk

For individuals wanting to be placed on the register -

  • name
  • address
  • date of birth
  • nationality
  • telephone
  • email
  • site requirements
  • confirmation that you are seeking, either alone or with others, to acquire a serviced plot of land in the Hull City Council administrative area to build a house to occupy as your sole or main residence

For associations wanting to be placed on the register -

  • name and address of the association
  • name, address, date of birth and nationality of each member of the association
  • name and address of the lead contact, if different from the address of the association
  • confirmation that each member of the association is seeking, either alone or with others, to acquire a serviced plot of land in the Hull City Council administrative area to build a house to occupy as that individual’s sole or main residence
  • the number of serviced plots of land in the Hull City Council administrative area the members of the association are seeking to acquire

Confidentiality

The information you give will not be made publicly available. The only information that may be published will be in aggregate form so no individual can be identified. Identifiable information will not be passed on to anyone outside the council without the written consent of the person submitting their details.

Following an application to be placed on the register

Once you have supplied the required information, within 28 days we will determine your application for inclusion on the register. You will be notified of the outcome within 28 days of the council making a decision.

If your application is refused, you will be told the reasons. An individual or association entered on the register may apply to amend or remove their entry at any time. If an individual or association ceases to meet the criteria above the council may remove their entry but must notify them of this with its reasons for doing so.

Note that inclusion on the register places no obligation on the individual or association who registers to proceed with self or custom build housing, or on the council to provide self or custom build plots.
