Household Support Fund

Please note that the Household Support Fund (HSF) has now been replaced by the Crisis and Resilience Fund

The Crisis and Resilience Fund (CRF) is a national scheme introduced by the Department for Work and Pensions (DWP), providing funding to local authorities in England from Wednesday 1 April 2026 to Saturday 31 March 2029.

The HSF funding was allocated by the government for residents of the city who had been severely impacted by the increases in living costs.

Every Local Authority made their own local decision on how to distribute that funding. Funding for April 2025 to March 2026 was distributed across multiple areas.

Allocation of funds

The fund delivered support and help to residents with -

  • food, including free school meal vouchers and community food aid
  • fuel and energy support, such as energy efficiency and insulation improvements
  • money and debt advice, from immediate short-term needs, to school clothing
  • support for older people
