Neighbourhood plans progress

Neighbourhood plans are being produced in Hull. They are made in a way that helps local communities deliver local projects and proposals. This includes at Thornton, but this plan was rejected at the referendum. In Newington, part of the city a plan is being progressed by the local Forum. This is with the support and involvement of the local community and groups.

Newington neighbourhood plan

Agreed by the council in July 2015 with the local community, parts of the Newington and Gipsyville ward were designated a neighbourhood plan area. A Forum was also formed. Since 2015 it has brought forward proposals to establish the Newington Neighbourhood Plan. This was subject to wide ranging public involvement over several years. We endorsed the plan for formal consultation in October November 2019.

Due to the Covid pandemic, more consultation with local people happened on the plan before this being formally submitted for public examination in November 2022. This submission included details about what local people said. It also included how they influenced the plan.

The Examiner considered the submitted plan and comments received. This was to see if it could be progressed to a Referendum. The Examiner raised a series of queries about it. Both us and the Newington Plan Forum have responded to these.

The Examiners’ Report was received by us on 15 February 2023. Subject to changes, it was agreed the plan could be progressed to a public Referendum. The Examiners’ Report is provided for information, along with our Decision Statement.

The Final Draft Newington Neighbourhood Plan includes the changes suggested by the examiner and the council. These were endorsed by the local community at a 9 November 2023 Referendum. 93% voted in favour of proposals. The plan will be used to help decide planning applications and forms of investment in the area.
