Council Tax information for landlords

Telling us quickly about tenancy changes allows us to reduce the amount of correspondence we send and issue accurate council tax bills. This means less administration and hassle for you.

We may ask you for additional information such as tenancy agreements or proof of occupation. This is usually only if you are late giving us information and we have to create backdated charges, or if there is a dispute over liability.

Empty properties

There is no longer any discount or exemption for empty in the city.

A single occupier discount cannot be awarded for any unoccupied properties.

Uninhabitable properties

Unoccupied properties needing major work no longer receive an exemption and the full council tax charge is payable. In some cases, if a property is in severe disrepair or derelict, you can appeal to the Valuation Office to have the property deleted from the Council Tax lists. Any outstanding Council Tax would remain payable whilst the appeal is underway.

Properties empty for over one year

Properties that are mainly unfurnished and have been empty for one year, will be charged an additional 100% long-term empty property premium. For 5 years this increases to 200%, and 300% for 10 years or more.

The empty property levy will apply even if the owner has changed during that period.

In some cases, we will not charge an additional levy -

  • For up to one year from the date when the property marketed for sale or for rent at a level which could reasonably expect.
  • For up to one year where a new owner is carrying our renovations to bring the property back into use.

Houses in Multiple Occupation

At houses in multiple occupation, the landlord rather than individual tenants pay the Council Tax bill. A house in multiple occupation is where tenants rent rooms only and share kitchen and bathroom facilities. The tenancy agreement would be for the room only and not the full building.
