Information about allowances paid to your councillors

The Members Allowances Scheme is part of the council constitution. It is reviewed on a regular basis.

Setting the allowance

We are required under government regulations made in 2003 to establish and maintain an Independent Remuneration Panel (IRP). It reviews and makes recommendations to us on the range and levels of payments for councillors. Councillors are also known as members.

The IRP recommendations are considered at a full council meeting. Members will then decide whether to accept these recommendations in part or in full. IRP reports are in the file section to the left-hand side.

Basic allowance

We have 57 councillors, who are all entitled to a basic allowance. This includes all telephone, travel and subsistence expenses in relation to duties within the city.

Special responsibility allowance

The amount of this allowance that is paid as well as the basic allowance will vary. It depends on the level of responsibility.

Only one special responsibility allowance is payable per councillor. If a councillor is eligible to receive more than one allowance, the higher allowance will be paid.

Travel and subsistence allowance

Travel and subsistence allowances can be paid to councillors for any journeys outside the city boundary.
