The Scheme of Delegation

All the Executive powers of the council are delegated to the Leader of Council.

Executive powers include decisions upon how the council spends the budget. It is agreed by the council each year.

Executive powers also include decisions about the adoption of strategies to pursue its objectives unless either by law, or a decision of the council, a policy or strategy has been reserved to Full Council.

While all Executive powers are delegated to the Leader, in practice, he delegates many of those decisions on to others to make on behalf of the council.

The Leader publishes a revised scheme of delegation at the Annual Meeting of Council each year.

The Leader retains the ability to make any executive decision or amend the scheme of delegation at any time.
