We have agreed to the following policy. It is in line with the Department for Education Home to School Travel statutory guidance.
For the 2026 to 2027 academic year, this includes -
- compulsory school aged pupils
- pupils with special education needs and disabilities
- post 16 students
A guidance document has been made. It is to assist parents and carers when applying for a Free Travel Pass.
Apply for a pass
You can apply for a free school travel pass online.
The deadline for applications to be received for travel starting in September 2026 is Friday 24 July 2026.
The fee for replacement or lost passes is £15 (this is not required for electronic passes).
Applications received after this date are processed as quickly as possible. Owing to school holidays, we cannot guarantee that a pass is available for the start of the new term.
Applications are processed within 20 school days. This is from receipt of the completed form and photograph.
From September 2026 all EYMS passes will be digital and found on the EYMS mobile app. Physical passes will still be available in exceptional circumstances.
Eligibility
- pupils must be a Hull resident
- children going to primary school can get free travel to their nearest suitable school with a place. This is if it is more than 2 miles from their home address by the shortest safest walking route, the child is in receipt of free school meals, and parents are in receipt of the highest level of Universal Credit
- children going to secondary school can get free travel to their nearest suitable school with a place. This is if it is more than 3 miles from their home address by shortest safest walking route
- or, to their nearest suitable school with a place if it is more than 2 miles from their home address by shortest safest walking route, the child is in receipt of free school meals and parent(s) are in receipt of the highest level of Universal Credit. It can be up to 6 miles away.
- if the nearest school preferred by reason of a parent or carer’s religion or belief. This is if it is more than 2 miles by the shortest safest walking route, the child is in receipt of free school meals and parent(s) are in receipt of the highest level of Universal Credit. The school must not be more than 15 miles away.
Receiving your pass
Electronic passes for EYMS or Stagecoach will be available on the companies’ app once the application is approved and an email address for the student is provided.
Travel passes for children attending some Hull schools are distributed by the school or academy.
Physical passes for children attending an East Riding school need to be collected from Kenworthy House, George Street.
Lost or damaged pass
You can request a replacement physical pass using our online form. There is currently a £15 charge for this. The charge is not required for digital passes.
Only 2 physical passes will be allocated per academic year. If the second pass issued is lost or damaged, a third pass will not be issued.

School buses are dealt with by each individual school. Any enquiries or complaint should be directed to the school in question.
Personal Transport Budget
A Personal Transport Budget is to help parents and guardians arrange home to school transport. It can help in a way that suits their personal circumstances.
