Requirements
The Hull validation checklist introduces a requirement to submit a heritage statement for the following types of applications that are likely to affect designated and non-designated heritage assets, or which might impact upon the setting of one of these assets. These include -
- listed buildings
- buildings on the local heritage list
- a conservation area
- a registered historic park or gardens
- a scheduled monument
Content
The content of a hertage stsatement should contain -
- a description of those elements which contribute to the significance of any heritage assets likely to be affected by the proposals, as a minimum, the relevant Humber Historic Environment Record should be assessed
- an assessment of the contribution which the setting makes to that heritage asset
- an assessment of the likely impact which the proposals will have upon those elements which contribute to the significance of those assets
- photographs to illustrate the case
- a written statement that includes a schedule of works to the listed buildings
- an analysis of the significance of the archaeology, history and character of the building or structure
- the principles of and justification for the proposed works and their impact on the special character of the listed buildings or structures, its setting and the setting of the adjacent listed buildings may be required
- for applications within or adjacent to the conservation area, reference should be made to the relevant character appraisal
- the demolition of a heritage asset requires a written statement that includes a structural survey, an analysis of the character and appearance of the building or structure and justification for the demolition and its impact on the special character of the area
A Heritage Statement may be combined with a Design and Access Statement where appropriate.
Templates
To inform on the content of a heritage statement, the Council have provided heritage statement templates which can be completed for relevant planning permission, advertisement consent and listed building consent applications -
- listed building
- development within the setting of a listed building
- development within a conservation area
Where relevant, a development within the setting of a listed building and development within a conservation area should be combined. These templates can all be accessed through our downloads.
Special expertise
Page 207 of the National Planning Policy Framework (NPPF) introduces a requirement that heritage assets should be assessed using appropriate expertise where necessary.
This can include -
- a heritage consultation
- archeologist
- conservation accredited architect
- conservation accredited structural engineer
- conservation accredited landscape special
- conservation accredited building or specialist crafts person
