Explain your situation and quote your PCN number if it is available. If the PCN number is not available, then give as much information as possible to help to trace your case.
You will need to include –
- vehicle registration number
- date ticket was issued
- time ticket was issued
- location where the vehicle was parked
Due to the judicial nature of civil parking enforcement, all requests for appeal must be dealt with online or in writing to the civil parking enforcement team. Appeals must state the grounds of the dispute.
You can appeal your bus lane penalty charge if you think it has been issued incorrectly. Your notice must have been served less than 28-days ago.
You can review the event photographs or footage to help you decide whether to appeal.
If you pay the bus lane penalty charge, the case is closed and any representations against it will not be considered.
Before you start
To access your case, you need your -
- penalty charge number - KH followed by 8 numbers
- vehicle registration number
- web code (PIN) Printed on the Notice to Owner
To appeal you can include -
- any information you think helps your case
- up to 3 photographs or documents

- we are not permitted to make any face or drivers identifiable in the footage we share
- your web code does expire. It is not there for you to view the footage permanently.

What happens next
Accepted appeal
If we accept your representations-
- the case will be closed
- we will notify you by issuing a Notice of Acceptance
Rejected appeal
If your appeal is rejected, you will be issued with a Notice of Rejection (NoR) you must either -
- pay the Bus Lane Penalty charge
- or appeal to the Traffic Penalty Tribunal (TPT)
The Traffic Penalty Tribunal is the final arbiter. Instructions on how to do both are on the Notice of Rejection.
If your appeal is rejected, you can pay your Bus Lane Penalty Charge immediately. If you made your appeal during the discounted period, you have 14 days to pay your Bus Lane Penalty Charge at the discounted rate.
Failure to pay

If your appeal is rejected, you will be issued with a Notice of Rejection (NoR) you must either -
- pay the Bus Lane Penalty charge
- or appeal to the Traffic Penalty Tribunal (TPT)

Charge Certificate
If the PCN is not paid within 28 days of the Notice to Owner, we may issue a Charge Certificate.
This will -
- increase the charge by 50%
- remove your right to appeal to us
If the Charge Certificate is not paid within 21 days You will then be sent an Order for Recovery (OFR), which incurs a further £10 debt registration fee.
If no payment or declaration is made, the case may be passed to an enforcement agent who will recover the debt, this will incur further fees
Court order
If you have received a court order (Order for recovery of unpaid penalty charge TE3/TE9) you must make a statutory declaration under one of the following grounds These are very specific and if -
- you did not receive a notice to owner
- you returned a notice to owner contesting the penalty charge notice but received no response
- having returned the notice to owner the council rejected your appeal, and you appealed to the Traffic Penalty Tribunal but received no reply.

Options at this stage are limited, you must either -
- contact the Traffic Enforcement Centre to request a TE7 application to file a statement out of time/extension of time form. A TE7 submission is not an appeal against the PCN itself, you must give your reasons as to why you are filing the statement out of time. The council has the rights to contest your reasons and resume recovery.
- pay the enforcement agency.
