A Penalty Charge Notice (PCN) is a formal notice issued by a local authority when a vehicle is believed to have broken parking or traffic rules, known as contraventions, such as parking where it is not allowed or staying too long in a bay.
When a PCN is issued, the customer can either pay the charge or challenge it if they believe it was issued incorrectly.
