What you need to know before challenging your PCN
If you were using a Blue Badge while parked in one of our car parks, you are still required to purchase and clearly display a pay and display ticket, unless otherwise indicated on the parking charges tariff. Alternatively, a discounted season ticket must be displayed alongside your Blue Badge. If either of these conditions were met, we may review your challenge.
If you had a valid pay and display ticket or a discounted season ticket but your Blue Badge was not clearly visible, you need to show a copy of the front and reverse of your badge, ensuring that all details are visible
If your Blue Badge was displayed but your pay and display ticket or discounted season ticket was not clearly visible, you will need to provide a copy of the relevant ticket, showing either the expiry time and date or, for a season ticket, the expiry date.
You will need to provide a copy of both the front side and the rear photo side of the badge. Make sure that the details on the badge are clearly visible.

By law you are given 10 minutes after your parking runs out, called a 'grace period' after the expiry of a pay and display ticket.

If the machine was not working, you can pay for your parking using a mobile phone. All our machines have instructions for cashless payments using MiPermit. If another machine is available on the same street, you can also pay for your parking at this machine.
If you did not use MiPermit to pay for your parking or you didn't use a different machine in the location, you are liable for the Penalty Charge Notice (PCN).

If you have been involved in a medical emergency, we may consider your challenge.
You will need to provide a letter from a health professional who treated you or a passenger directly after the event.
If you have a care permit, you will have received a letter advising that you are required to pay for parking and will be given a 30-minutes 'grace period' after the expiry time of your pay and display ticket.

- issued under the same contravention.

- your vehicle registration number
- the KH reference number printed on the second Penalty Charge Notice that was issued.

If you tried to pay for your virtual ticket using the MiPermit cashless parking app and it wasn't working and you also tried to telephone and pay at the machine and you were still unable to pay, we may consider your challenge.
You will need to provide evidence that you tried to pay for your parking for example, proof that you tried to telephone MiPermit before the Penalty Charge Notice (PCN) was issued on that day. We can also run reports on the software and check any faults with external suppliers on any given day.

If you tried to call the MiPermit telephone number listed on the machine and you were unable to get through and unable to pay using the MiPermit application or at the machine, we may consider your challenge.

If you have paid for a virtual ticket using MiPermit and you were issued a Penalty Charge Notice (PCN), we may consider your challenge.
You will need to provide proof of your purchase for example, a screenshot of your purchase on the MiPermit application or a payment receipt.

If you think that your vehicle has been cloned, you need to report this to the police as soon as possible.

- coloured photo showing the make and model of the vehicle
- colour photo showing the registration number of the vehicle
- police crime reference number relate to the cloning of your vehicle
