I wish to dispute my penalty charge notice out over the phone or come into your office
Due to the judicial nature of civil parking enforcement all requests for appeal must be dealt with in online or in writing to the civil parking enforcement team stating the grounds of the dispute.
Before you start
To access your case you need your -
- penalty charge number (KH followed by eight numbers)
- vehicle registration number
- web code (PIN number)
To appeal you can include -
- any information you think helps your case
- up to three photographs or documents

- your web code does expire and is not there for you to view the footage permanently

You can appeal your bus lane penalty charge if you think it has been issued incorrectly and your notice was served less than 28 days ago.
You can review the event photographs or footage to help you decide whether to appeal.
If you pay the bus lane penalty charge, the case is closed and any challenge against it will not be considered.

What happens next
If your appeal is rejected you can pay your bus lane penalty charge immediately. If you made your appeal during the discounted period, you have 14 days to pay your bus lane penalty charge at the discounted rate.

I have had my informal appeal rejected
We will send you a notice to owner 28 days after the issue of the penalty charge notice.
You can then make a formal appeal. The notice to owner will tell you how and on what grounds, and this allows for any reason you think is valid.
If we accept your appeal, the case will be closed and we will confirm this in writing.
If we do not accept your appeal, we will issue you a notice of rejection. This will tell you that you must either pay within 28 days or appeal to The Traffic Penalty Tribunal. The independent Traffic Penalty Tribunal is the final arbiter.
We will send you the necessary forms for you to lodge an appeal at the traffic penalty tribunal with the notice of rejection. You cannot go to the traffic penalty tribunal without having had a notice of rejection.
I have been contacted by an enforcement agent and wish to appeal
It is now too late to appeal your penalty charge notice and you must make an application to the traffic enforcement centre to file a late statutory declaration under the following circumstances -
- you did not receive a notice to owner
- you returned a notice to owner to us contesting the penalty charge notice but received no reply
- having returned the notice to owner, we rejected your appeal and you appealed to the Traffic Penalty Tribunal but received no reply.

I have received a court order and wish to dispute the penalty charge notice
Under normal circumstances, you must read the court papers carefully.
You can make a statutory declaration if the grounds shown in the court papers apply.
These are very specific and are -
- you did not receive a notice to owner
- you returned a notice to owner contesting the penalty charge notice but received no response.
- having returned the notice to owner the council rejected your appeal and you appealed to the traffic penalty tribunal but received no reply.
I have lost my penalty charge notice or not received one
Before receipt of notice to owner
If you have lost or misplaced your penalty charge notice write to the CPE Team explaining your situation and quoting your PCN number if it is available. If the PCN number is not available then supply as much information as possible to help to trace your case.
You will need to include –
- vehicle registration number
- date ticket was issued
- time ticket was issued
- location where the vehicle was parked
The civil parking enforcement team will put the PCN on hold whilst they consider your circumstances, and they will normally write to you within 14 working days.
We can, if circumstances permit, offer you another discount period. This will be explained in their letter.
After receipt of notice to owner
If you have received a notice to owner but have no knowledge of a penalty charge notice complete the notice to owner and state that you were not aware.
If you believe the penalty charge notice was issued incorrectly you should also use the opportunity to appeal.
If you have received a charge certificate then it is normally too late for you to challenge the penalty charge notice. This is explained in detail on the charge certificate.
