Disability bus pass

If you are an adult or child aged 5 or over and live in Hull, you can apply for a disability bus pass if you are -

  • in receipt of Personal Independence Payment (PIP) and awarded 8 or more points in either of the following sections -
    • section 7 - communication verbally
    • section 12 - moving around
  • in receipt of the higher rate mobility component of Disability Living Allowance (DLA)
  • A current letter from your medical practitioner stating clearly and unambiguously that your entitlement to drive has been withdrawn, refused for medical reasons, or an application for a driving licence would be refused if one was applied for. The letter should also state if the condition is permanent or temporary and, if temporary, the expected duration
    • This category does NOT include those who are excluded from holding a licence due to persistent misuse of drugs and/or alcohol.
  • a Blue Badge holder
  • in receipt of war pensioner's mobility supplement
  • registered with our social services and you have one of the following cards -
    • sight impaired or severely sight impaired. This was previously known as partially sighted and blind. Orange is for partially sighted and yellow card for blind
    • profoundly or severely deaf - white card. Hard of Hearing (HH) individuals are not eligible
    • limbless or long-term loss of use of both arms - blue card or letter from NHS limbless unit
    • without speech - grey card
    • learning disability - pink card

If you have a green, purple, or any other coloured social services card, you are not entitled to a disability bus pass.

Eligibility Evidence

If you are applying for a senior bus pass via My Bus Pass Portal, you will need to upload images of, or scanned copies of documents, that demonstrate your eligibility for a pass.

New application

If applying for a new (first as resident of Hull) concessionary bus pass, then please note that being temporarily resident under a particular Local Authority does NOT qualify you to apply there. You should only proceed with this application if you consider Hull to be the area within which you are primarily resident.

Applicants from EU member states

If you are from an EU member state and are a permanent resident of Hull, you will also need to provide proof of nationality and your permanent residency in Hull. Unfortunately, therefore, your application cannot proceed via My Bus Pass Portal, and you will be required to make an appointment.

Applications from non-EU residents

If you are a non-EU resident you will need to provide a letter from the Home Office that proves you have been granted permanent UK residency, indefinite leave to remain, indefinite leave to enter and have a biometric residents’ permit. Unfortunately, therefore, your application cannot proceed via My Bus Pass Portal, and you will be required to make an appointment.

Conditions of use

All travel passes including your disability railcard also have the following conditions of use -

  • concessionary travel passes are only available to people who have their only or main residence in Hull
  • the travel pass is not transferable and may only be used by the person it is issued to
  • possession of a travel pass does not guarantee any person the right to a place or seat on any particular passenger service vehicle
  • all passengers travelling at concessionary fares are subject to the conditions of the operators. They may be asked to show proof of eligibility at any time on a journey
  • we accept no liability for any loss, injury or inconvenience incurred as a result of using a travel pass

Travel passes are not valid on services on which most seats can be reserved -

  • that do not run for a period of at least 6 consecutive weeks
  • that are operated primarily for their historical interest or for tourism
  • rail replacement services
  • services where the fare charged by the operator has a special amenity element

Bus pass hot listing

We will electronically cancel your bus pass and 'hotlist' it if it is no longer valid for travel.

There are many reasons why a bus pass may be cancelled -

  • if you have already reported your pass as lost or stolen and it has been replaced. Make sure you use your most recent pass, destroy any old ones
  • if we have contacted you requesting proof of continued eligibility and you have not provided it
  • if your pass has been used inappropriately, for example by a family member or a friend

If a hot listed pass is presented for travel, it will be rejected by the pass reader as it is not a valid card. You will be asked to pay the fare for your journey and will have to hand over your bus pass, to be returned to us. This is to reduce the number of cancelled passes in circulation.

If you believe you are still eligible for free travel, contact the Concessionary Bus Passes Team as soon as possible.

You will need to pay for travel until you receive your replacement bus pass.
