Resident parking permits
A resident parking permit allows you to park in a resident controlled parking zone (Opens in a new window) (CPZ) stated on your permit.
You must note that -
- displaying a resident permit grants exemption from the limited parking restriction within the controlled parking zone
- having a resident permit does not guarantee you a parking space or give you the right to park outside your house
- a permit does not provide an exemption from any other on-street parking restrictions such as double yellow lines
- resident's permits can be digital, and these will be recognised from your vehicle registration details or they can be a paper copy displayed inside your vehicle. This includes cars, motorbikes, and vans. It ensures that the vehicle is exempt from time limitations within certain areas of the city
Cost
All resident parking permits outside of the city centre cost £22 a year.
Applying for a residential permit
You can apply for a digital permit online by opening an account on MiPermit (Opens in a new window) and completing the online application.

Paper residents permit
If you are unable to apply for a parking permit online, you can call 01482 210 000 to make an appointment at one of the libraries below –
- Avenues Library in Chanterlands Avenue
- Hull Central Library in Albion Street
- Bransholme Library at North Point Shopping Centre
- Fred Moore Library in Wold Road
- Greenwood Avenue Library in Greenwood Avenue
- Ings Library in Savoy Road
- Western Library in The Boulevard
You are welcome to drop in to one of the libraries however you may be asked to return if the library staff are busy.
Proofs required
To show that you are a resident and own the vehicle concerned you must include with your application -
- a proof of address, this can be -
- your current Council tax bill (dated within the last 12 months)
- a utility bill (dated withn the last 3 months)
- a benefit award letter
- a tenancy agreement
- a copy of the DVLA registration documents for your vehicle, with your name and address or a copy of the current motor insurance document
Payment
Payment can be made using -
- debit or credit card
- cheque or postal order made payable to 'Hull City Council'
Company vehicle
If you own a company vehicle and require a parking permit for a resident parking area you must provide -
- a copy of proof of your residency at the given address
- a covering letter from your employer that must be on headed paper and signed
Lease vehicle
If you need a resident permit for a lease vehicle, the lease agreement will act as the V5. The name and address on the lease or hire agreement must match the address provided on the proof of residency document.
Blue Badge holders
A Blue Badge holder does not need a residential permit if they are correctly displaying a badge within their car.
Free parking is allowed on streets within pay and display bays in the city centre, where there are time limits for non-disabled bays or where a residential scheme is in force.
If a time limit is imposed on a disabled bay, it must be adhered to.
Renewal
If your permit is due to expire, you can now apply for a digital parking permit.
If you are unable to apply online for a digital permit, contact the libraries by telephone on 01482 210 000 to book an appointment for a paper permit. You will need to provide proof of residency or proof of vehicle when attending the appointment.
Damaged permits
If your permit is damaged and needs replacing, you need to bring this with you into one of our libraries. We cannot issue a new permit until you have brought it into the library. There is a charge of £10 for the issue of a replacement permit.
