This means you can amend, cancel or replace your permit by accessing the MiPermit portal using the email address or phone number you used to apply for your paper permit.
Once there select Forgotten password to request a temporary password to log in with. You will now have a valid digital permit to replace your paper permit.
The change will be activated immediately. You do not need to return your old permit as it will no longer be valid.
If you wish to continue to use your paper permit you will need to follow the instructions below for paper permits issued before 25 June 2025.
To amend or replace paper permits issued before 25 June 2025 you will need to book an appointment at a Library. You will need to take evidence of your change and your permit with you to avoid being charged for a replacement permit.
For stolen permits evidence of a crime number is required to ensure you are not charged for a replacement.
You can contact Libraries by telephone on 01482 210 000 to book an appointment for a paper permit. Be aware that appointments are limited.
You must amend your permit to ensure your permit stays valid,
A resident permit only covers one vehicle at any one time. If you have changed your vehicle, you need to update the vehicle details.
If you continue to use a paper permit you must make sure it has your current vehicle details on it or it will not be valid.

Replacement Paper Permits
You can avoid having to replace your paper permit by swapping it for a digital one
If you have a digital permit, you will not need to worry about your permits being damaged, lost or stolen.
Damaged permits
If your paper permit is damaged and needs replacing, you need to bring this with you into one of our libraries. We cannot issue a new permit until you have brought it into the library. There is a charge of £10 for the replacement of a damaged permit.
Lost permit
If a permit is lost there will be an admin charge of £10 to issue a replacement permit. A replacement permit will be posted out within 5 working days.
Stolen permit
If a crime reference number is provided there is no charge for the replacement permit. A police log number is not acceptable. Otherwise there will be a charge of £10.
Moving house
Same controlled parking zone (CPZ)
If you move to a different house in the same CPZ you can continue using your parking permit but you must update your address by completing the Move in Move out process.
Please be aware that continuing with the process after you have registered your new address will take you to order a new permit which you do not need to do.
Moving to a different CPZ
If you move to a different CPZ, you can have your permit transferred to your new address. This only applies to the controlled parking zones outside of the City Centre.
Permits can not be transferred between City Centre and other CPZs. You will have to purchase a new parking permit.
For digital permits contact Parking at parking@hullcc.gov.uk to transfer your parking permit. You will need to send proof of your new address.
For paper permits you will need to book an appointment at a Library. You will need to take evidence of your change of address and your permit with you to avoid being charged £10 for a replacement permit.
