Infrastructure maintenance programme

Following detailed inspections by our Bridges and Highway Structures Team, with support from external structural engineers, we’ve launched a major five-year programme that will significantly improve the city’s bridges, statues, monuments and fountains infrastructure.

The programme, which will preserve Hull’s history and keep the city moving, was approved by cabinet on Monday 23 June 2025. It brings together capital spending, inspections and maintenance into a single, coordinated approach, ensuring the longevity and conservation of the city’s vital assets.

The programme aims to support local businesses and facilitate economic growth and development in the city and the wider region.

By proactively prioritising infrastructure improvements, we aim to -

  • reduce the risk of emergency closures
  • improve safety
  • support local businesses and job creation by keeping the city moving and connected

Because of the nature of the bridge schemes within the programme, some road closures are anticipated. However, we are committed to minimising these, wherever possible, and will coordinate these works with other emergency and planned works on the network.

Clear communication and alternative routes will be provided to ensure smooth travel around the city, and access will be maintained, where possible.

The structures relating to highways remain safe for pedestrians, cyclists and motorists to use.

Plans also include the refurbishment of Sculcoates Bridge (Chapman Street).

Further safety works will be undertaken at Victoria Pier and the River Hull Walkway, with feasibility studies exploring replacement options.

Statues and Monuments

Under a new provision, specialist contractors will undertake cleaning, repairs, and maintenance of historic features such as the King William III statue and the Paragon Square war memorial.

Fountains

A new regime of ongoing testing, cleaning, and maintenance will ensure these much-loved features remain in good working order.

Restoration plans are also in development for the Park Avenue and Westbourne Avenue fountains.
